Upon arrival people are required to undergo a 14 day quarantine, or in a specific housing or hotel "Bubble". This couple left their bubble and moved about the Island. It is setting an example with the $5,000 fine. Please do click on "Press Release" for Governments statement.

Neil--thanks for the additional info. I knew people were supposed to stay at their lodging for 14 days in Anguilla, but when you click on the Press Release, it really doesn't say much of anything, just says they were fined for violating quarantine.
