That's already been posted here a couple of times already. It's not a problem from the states. Not sure about travel from France to St. Martin though.

[TRANSPORT / COVID-19] - LIFT OF IMPERIOUS REASONS FOR MOVEMENT BETWEEN SAINT -
BARTHELMY AND SAINT MARTIN.
With a view to ensuring territorial continuity between our territories, the Decree of 5 February [...] prescribing the general measures necessary to cope with the covid19 epidemic as part of the state of health emergency lifts the obligation to justify on an imperative basis the air and sea travel between Saint-Barthélemy and Saint-Martin as of Saturday, February 6, 2021.
The circulation of the virus remains active, a PCR or anti-gene test for travel between the two territories remains recommended in case of stay above 72 h.
