It was recommended that we start filling out the bvi portal ahead of time so that everything is filled in, documents are downloaded, and we just have to add the Covid test results. I've started multiple times and nothing is ever saved and I have to start all over again!!! What am I doing wrong???

You have to go all the way thru the portal until you can submit the information. For now, answer "No" to the covid testing question. You have to have everything else ready.

Then 2 days before your arrival, you will get an email with a new link to upload your test results.

There is no "save" option. Only the submit option at the very end.

If you want to quarantine in your own home, you need to complete the portal 7 days ahead. They send you a self-inspection questionnaire, or they could decide to inspect the property. I assume the same rule applies if you're using a friend's house.
