YES!!! I can confirm this 100%......as a US citizen on the Canada /US border I am very aware that the US cannot turn you away HOWEVER the ferry in RT will not let you on with a red or orange QR code, no ifs and or buts.

I almost found this out the very hard way as my portal application gave me the orange because of a last minute glitch where my test didn't upload properly, I then uploaded it 2 more times and it finally went through and I was approved but there was no way they were letting me on that ferry without a green QR code. Now I don't know about water taxi, they may have the same rules as the ferry companies.

I believe the USVI regulations state that if a traveler does not have appropriate test results they can require the traveler to quarantine until the appropriate test results are received. That would be at the traveler's expense.

Last fall Governor Bryan talked about having the ability to test incoming passengers at the airport(s) if they arrived without appropriate test documentation. They did a pilot project but I don't believe they implemented it.

They are not offering testing at STT or at the ferry docks in USVI. I doubt they will as the current process has been working well for them (been in and out to USVI many times since this started and BVI twice). I agree that the ferries absolutely will not let you bird without a green QR code and proof of your test results (PCR or antibody). Last time I flew back from EIS to STT it was the same - no boarding without QR code and test results.

Water taxis I assume would be the same - they certainly don’t want to get into a problematic situation with USVI customs that affects their future relationship.
