I think what they meant was no crazy drinking on streets one two three by hanging on the streets doing so .

Colour1 - most countries allow consumption of alcohol in public spaces, the USA is an exception because of its puritanical roots and the prohibition era. I see people outside in St. Martin all the time drinking outside and those containers don't look like soft drinks or water. Even McDonald's in Germany sells beer smile

I wonder if this new rule will make a difference? Perhaps to keep people from congregating on the streets?
