It sounds like a big easing of the curfew rules, and while not explicitly stated in the press article, I would guess that restaurants and bars will no longer be restricted to takeout only with the 11PM to 5AM revised curfew hours

Correct. Restaurants are open for regular dine in service with normal social distancing protocols.

While the USVI pulls in the storm shutters again due to rising cases there, too. Humans have the biggest part of the job in fighting this virus. Not that they'll all ever hitch hosses together, but it is a nice thought.

Is the 11PM to 5AM curfew still in affect? Not having much luck finding any updates after Aug 8th.

It would appear so - from the 3rd of September:

"1.

(1) This Order may be cited as the Imposition of a Curfew (No.13) Order, 2021.

(2) This Order shall come into force on the 4th day of September, 2021 at 11:00 p.m.

2.
(1) For the purposes of controlling, suppressing or preventing the
spread of COVID-19 and for the protection of all persons within the Territory, a
curfew is hereby imposed from the date this Order comes into force.

(2) For the purposes of subsection (1), no person shall be on the
streets, and every person shall remain confined to their place of residence
(inclusive of their yard space), from the date this Order comes into force to
Saturday, 18th September, 2021 between the hours of 11:00 p.m. to 5:00 a.m.
daily, subject to
(a) such conditions as stipulated in this Order; and . . ."

They update the curfew orders routinely to revise the applicable dates.

You can create an ID that will allow you to view the gazette where government actions are electronically published.

The curfew has followed me to St. Lucia - weekdays 6pm to 4am, Fridays 4pm to 4am, and from Saturday 4pm to Monday 4am. Restaurants takeout only, bars closed. Beaches closed... <sigh>

Zanshin, that is still better than Grenada. We went from a year of near zero COVID cases to uncontrolled community spread. We have a stay at home order curfew 7PM-5AM weekdays. Weekends are a total lockdown from 5PM Friday to 5AM Monday. Our boat was supposed to leave the boatyard next week after bottom work; Clarkes Court Boatyard is closed next week for COVID contact tracing. We hope to launch the following week after our second weekend of lockdown.

My friends in Grenada also reported that the beaches are only open from 4am to 10am as well... The curfew has just started for me until Monday morning. I've got some local "piton" beer and a steak thawing out in the sous-vide so I'm all set smile

Zanshin, you're stories end with a steak so often! smile We are in an AirBnB while our boat is worked on. We are having a BBQ with our French and German landlords tonight. We need to make our own fun. At least the Internet is fast and the apartment is comfortable. We were sooo ready to get back on the boat. We need to decide how and when to get back to the USVIs. We may see you at Rodney Bay if SVG continues to require quarantine from Grenada.

Let me know if you get in a bind with a place to stay. I do have some availability at the St. Thomas condo (but not much) and I have short notice owners' time available with Sunsail/Moorings with a base in Grenada and St. Lucia. Don't think you can get into Martinique.

@RickG : I'll be here for another month - I work during the morning hours to pay the bills and the internet here is good and dockage reasonable! I checked and my thawing steak is a really cheap cut, I'll throw it in the sous-vide this afternoon and have it tomorrow after 24 hours (CAB top sirloin butt). So tonight it'll be pasta and my prepared Bolognese sauce smile
Have you crossed wakes with my friend Mark aboard "Sea Life"? Knowing him, he's probably active on the VHF net and well-known (he's an ex-actor/radio talk show host, so the VHF net is where I'd expect to find him with his Aussie accent)
