You cannot go to C&I on the day of your intended departure without an appointment. You will need to contact Mr. Romney ( gromney@gov.vg) in order to get pre-clearance. Once you have his permission, you will get an appointment at your intended port of departure. Note that last year I waited over 2 weeks to get permission, despite having supplied all necessary forms and documents! He did nothing at all despite frequent e-mails and calls. In the end I cc'd my consular representative on the e-mail and, miraculously, I got permission to leave the next day! I think my case might have been an exception, as it was during the big COVID-19 outbreak and it seems that nobody was doing any work. Nonetheless, get your paperwork in order and get an appointment as early as possible so you won't be stuck in the BVI past your intended stay.
