The moorings owner use agreement provides for free refueling at the base.

Well the fuel is not free, but for sailboats it is included in the price of the charter. You can refuel at no cost. As a owner I wish that was not the case as some people start the generator leaving the dock and shut it down at the end of the charter.

The Moorings website says fuel is included in sailboat charters. I have helped people set up many charters. No one paid for fuel unless it’s a power cat.

George and I are both owners... the owner use portion of the contract provides for returning to the base for fuel or new linens with no stated limitation. I don't know if that's true for regular charterers.
That said, I've hardly found it necessary. We've been out on a 45 for 4 weeks and used a fraction of our fuel.
Last November my wife and I were on a M5000 for 10 days prior to picking up guests (and topping up) and we had used 36 gallons.
