When arriving by ferry to Charlotte Amalie from Cruz Bay, do we bypass the C&I process?

If you are only going from St. John to St. Thomas, you do not have to clear C&I. If you are coming from the BVI and stopping in St. John prior to going to St. Thomas you will have to clear in St. John.
Either way you will always need to go through Customs at the airport when departing.
