Is there a low time on island? Years ago, I believe, late summer/early fall was a slow time on island where many businesses shut down so to take their own vacations etc. Does that still occur? If so when and to what degree? Are there certain restaurants which close during that time? Most interested in Simpson Bay and Orient Village.

Yes, into the summer and fall there is still a low season Usually lower lodging and car rental prices, less crowded and some establishments are not open, but that is more into the September timeframe. I stayed in Simpson Bay last August and any place I wanted to dine was open.

if fine dinning is important, it seems around September 1 is the date when restaurants take vacations
there still will be way too many options as we are on island for three weeks starting the second week of August and still don't fit in everywhere we would like to eat
restaurants are very good at responding to emails concerning their vacation dates so you won't be disappointed if you are surprised by a closure
most restaurants are not busy and have move time for service and reservations are not necessary but appreciated
