I drove by yesterday, and saw that masons were already laying up new courses of concrete blocks to fill in the damaged wall.

Sounds like a drunk driver and skipped out before getting arrested!! They'll find him!! He/she may not get arrested for DUI, but for sure a boat load of tickets will be issued!!
