Seaborne and Air Sunshine are the other common ones. We flew Air Sunshine last trip and are planning to go Seaborne next time. Take that for what you will. No personal experience yet with Cape Air.
If your group is big enough, you might also look into the option of chartering a flight.

The other option is to email the charter companies and see if they have a dead head to Tortola - we did that in January as Air Sunshine was full and got tow seats on FlyBVI for 500.00 - cheers Brian
