Trellis Bay is nice, in the BVI.

There is at least one full moon party mentioned. I don't know if it is any good though. I don't spend much time on St. Thomas.

Dinghies Beach Bar on Water Island. Haven't been to their full moon party but it is a fun spot.

Not too bad a dinghy ride from Frenchtown if you are not carrying too many people and riding low and getting wet - the ferry to water island leaves from Crown Bay by Tickles restaurant.
