I think recovery is more than just reopening. There is a lot of damage that still hasn't been fixed and/or debris not cleaned up. I haven't made a list, but the second floor of Mailbox is an example. Georgina's (sp?) Nails is gutted. There are other places like that as well.

And separate but related: the other day I was driving by the Sonesta Great Bay, which is in the process of being demolished. There was a bathtub hanging by just a thread from the second or third floor. I was in traffic so couldn't stop to take a photo. Next time I drove by, it was gone.
