I agree whole-heartedly on this. Emotional Support animals should be categorized the same as other service animals; fully trained and
licensed.

My cat is definitely an "emotional support" animal, but if I ever need to take him on a plane he's going in a carrier, under the seat,
and appropriately paid for (where no doubt he would howl the whole flight. There is a reason he doesn't travel with me! ).
