Craig from Packlight rents chairs and umbrellas, yes. (And Coolers and phones). The chairs are mostly 'sand' chairs, low to the ground, and not suitable for me. And frankly I have no interest in lugging chairs and umbrellas around to different beaches. I will pay to rent chairs, rather than lug them and I would pay $30 if necessary, but frankly, I think that price will come down, once more places are open.
