CaptnAndy, See their update below. Note in red it says that after September 19th, everyone will require a negative test. We were there in July and had to present a negative test result and get temperatures checked at arrival, but it was a very quick and easy process.
You only need a test if you are coming from a state with > 10% positivity test. Of course that can all change at any time so don't assume today's restrictions will be the same as next month. In the mean time go sailing in the USVI and enjoy!
