Latest info looks like things haven't changed and you still need a negative test to travel to the USVI. I believe the BVI is the same. I'd really like to think things will be closer to normal by Feb, if not much sooner. So it seems similar requirements for both, only added hurdle if you went to the BVI would be the negative test requirement coming back to the US. https://usviupdate.com/
