The British Empire essentially ended quite a while ago (well, they do still "own" the BVI and a few other small properties). But they're not involved in the sort of activity described in the article (that sounds more in the style of the US). This sounds like Mugabe's paranoia or an attempt to gain support by manufacturing some "threat" (imagine, the Brits being seen as a threat again).
