Scary...that prop is definitely in frozen mode....
View of landing seems to be from behind/side of the Abramovich 767 Probably feathered rather than " frozen". Most turboprop engines auto feather the prop upon failure to reduce drag to the minimum... When I worked on my multiengine rating 90% of the training hours were spent practicing engine out situations.
