Options for a ferry from STT to JVD on a Saturday in December and a return ferry as well (also on a Saturday for a 2pm flight)?

Right now, you'll have to take the ferry to Road Town and then taxi to West End to get the JVD ferry. Or, you can hire a private water taxi.

VI Port Authority indicates there may be a temporary CBP office opened in Redhook in July. Take a look at the ferry schedules after this facility opens. I suspect we'll see the Redhook to West End, and the Red Hook to JVD routes reinstituted, though perhaps with fewer departures.

West End does not have immigration and customs to clear ferry traffic and there is no indication it's coming anytime soon.

You're correct. Inter-Island could at least reinstate the Redhook-Cruz Bay-JVD run (if they have a ferry).

Temporary C&I at Red Hook has been delayed to the end of Summer and still no ferry clearance at Cruz Bay either. Only yachts at Cruz Bay and West End puts a big crimp in ferry routing.
