There is a new pdf available every day so far from the Dept.of Health on that site.

No new cases this week -- currently 4 active cases identified.
Shelter in place is still the plan, one R/T air service a day has been part of it as well.

Just curious as to the situation for private boat owners - any restrictions on taking your boat out alone from your dock?

There has been no restriction on that scenario. There is a program in place for vessels to register who are anchored here sheltering. The bays are very crowded with local and visiting live aboards and crewed charter boats.
There is a "long term anchoring" registration in effect

Beaches opened back up on Monday. No alcohol permitted, only allowed to interact with immediate family, social distancing required.

So I read a couple of the articles posted here about the unusual number of boats anchored around USVI.

Just curious - who are they and why are they here? Are they cruisers escaping from other islands with tighter restrictions? Are they thinking they'll have access to better medical care at STT if necessary? Or charter boats with vacationers escaping from home?

There is no "ridiculous quarantine" in the USVI - other countries have imposed stronger immigration/entrance by vessel rules however.
Some of the anchored vessels are USVI residents in USVI registered vessels living aboard full time.
Some of the anchored Vessels are crewed charter vessels with paid full time crew aboard waiting out the business/airline stoppage - they are not entertaining charter guests.
Certainly some of the vessels are cruisers -- some will leave to go South when it is opened and some will leave to go North to the Mainland.

In many cases cruisers are dealing with insurance company restrictions for Hurricane Season and the latitudes the vessel will be covered for starting June 1st [generally]

It’s obvious most the of the Charter vessels and VI registered vessels were here before the quarantine. The other vessels are cruisers and some of the cruisers brought their boats here in order to put them on a ship and ship them home.
