I saw a report that the Governor of the USVI's just closed - or partially closed - many bars and restaurants and closed the beaches at 4PM.

Any local news on that?

Not sure why anyone would feel threatened or uncomfortable with the USVI enforcing precautions against COVID-19. Unfortunately, USVI numbers are going up after re-opening to tourism.
