From the article and press conference:

Although the U.S. Centers for Disease Control and Prevention will “continue to strongly recommend against air travel by Americans who are not fully vaccinated,” they will allow unvaccinated Americans to return to the U.S. by providing proof of a negative COVID-19 test taken within one day of departure, in addition to providing proof that they have purchased a viral test to be taken after arrival.

Yup, unvaccinated US residents AND foreign nationals need a neg test within one day prior to departure to the US (starting early November)

Does this one day apply to children under 12 that can’t be vaccinated?

No

Pretty soon they will be able to be vaccinated so I imagine it will.

Does anyone have a link that explains how this will apply to children? I think the next group to be approved will be 5-12 year olds, so that still leaves some kids out.

"Under the new system, vaccinated travelers will still need a pre-flight COVID-19 test, within three days of departure, and will need to provide a phone number and email to begin to create a contact-tracing system that does not exist now. The vaccine requirement applies to adults, a person familiar with the plan said."


Since the rules aren't finished or published, I don't think you can get a definitive answer yet.
