We went in January. It was my first trip to Baie Rouge, so I don't know what it was like before, but I walked down the beach and there were several villas. No one renting chairs, but several people along the beach.

Baie Rouge is one of the very few non commercial naturally pristine beaches on SXM. The Gov shut down the beach restaurants years ago for lack of electric , water and other basic health issues and proper business license etc. Just carry in what you need for the day. Wonderful and private.
