We lived on our boat for the last four years in the USVI. We used a locking cable when the dinghy was at a dinghy dock or at our boat. Most dinghies that go walk about are because they are not properly secured. Either way, a lost dinghy is an extreme pain and worth making an effort.

If they do not provide a security solution, you can buy a 15-foot Master security cable and padlocks at the Sea Chest Ace Hardware.
