Rick, is this like the LBO in the U.S Virgins and SVI?

This is a replacement for the LBO. The old LBO still works but they want everyone to do the small vessel reporting. Charter and commercial boats are not eligible to use it. You still need the customs decal for the vessel for the SVI's.

I just checked and they are processing USCG documentation applications from Feb. 24. We filed March 10. Once we get our USCG documentation we can register for SVRS. Then we can call in or use the web-based system to check in to C&I for USVI and SVI.

However all on board must be documented, like LBO, correct?

Yep, ship's master and passengers can participate, but must be documented via SVRS. You can transfer LBO. Looking forward to it.
