Doing research for our SVI visit the second half of this month, it sounds like anchoring at Esperanza is a wee bit challenging with grass over clay and multiple reports of dragging. Has anyone (Twanger) had recent experience renting a privately managed mooring?
Here's a quote from unregistered on TTOL in January 2014 "Christina at 787-930-0831 put in and manages the moorings in Esperanza, Vieques. They are maintained in prime condition. She will also jerry can fuel and water."
Plan B is to anchor in Ensenada Sun Bay and dink to Esperanza.

Twanger, thanks for the POC. I'll see Jay Friday and will sync with him. Ja, I know the Vieques history. I spent a lot of time at Roosevelt Roads and we just beat the crap out of Vieques. No fishing for me in that neighborhood.
sail2wind, Its the local crazy "harbor master" stories that have me as worried as dragging anchors. Sun Bay looks reasonable with an east wind?
We'll be coming from Puerto Del Rey and if the wind is southerly Culebra is going to look a lot more inviting than trying to head around the south of Vieques. Either way, we have two weeks to play with before we need to be at Jost for Cat Fight and no must-dos beyond the lifestyle.

We spent two nights there, both at anchor. Both nights were rolly. That was feb 2013.
We had no issues with holding.
Setting the hook in closer help shelter us a bit from the rolling.
