Im planning a late night dinner and I wonder about the availability of taxis to Simpson Bay around 11pm.

You should be able to have the restaurant call one for you. At that time of night I would be concerned about "gypsy" taxi drivers. Make sure they have a legit "taxi" license plate on the vehicle. Don't rely on a car top sign alone.
