I do have some real world deep water port business background. Mostly Jebel Ali Port in Dubai. Built where there was nothing but flat sand and coral all in our lifetimes. First step in a deepwater port construction project is ten years or so of very real design and engineering. Then a massive construction project with many thousands of immigrant laborers. The cost is enormous with great riches to be made and lost. Ohhh... from a business side. All the new successful deep water transshipment ports are coupled with a major air cargo port. This one will never get a shovel in the sand. $10 - $20 Billion over 20 years would be the ballpark for this kind of project.
