Anything can be counterfeited or hacked. Apps are no exception. True, but you can make it difficult for the hackers. Paper documents can have a watermark or be embossed with a raised seal. Electronic documents can use digital signatures and related technologies. Passports and drivers licenses work. Credit cards have the tap-to-pay feature. Airlines have electronic boarding passes.
