I am happy to say the bio bay is rebounding. They are still currently studying it but the most likely consensus is the sudden wind shift this winter that drove all the micro-organisims out into the sea. Right now tours are limited to Fridays-Sundays for low season. There was a recent article (this past weekend I think) in the NY Times that had some inaccuracies in it. I was shocked that the NYT would not fact check.. oh well...
