Yes, you wait outside in a designated line and they only let a singled line enter into the immigration hall. That is due to arriving aircraft order, then once you are let inside you wait in the immigration line. After that you go to the single luggage belt/claim if you have any checked bags, then you leave. I guess they can also do the random bag screening after that point if they really want to slow you down.
