If that is the case, 100% correct. I have seen it used at immigration when returning to the states. Wheeled to the front of the line and then was able to walk without incident once through. I actually saw a SXM business owner do just as I described a few years ago.
Several years ago, a poster on TTOL was bragging about being able to use their handicap parking placard in Marigot for up-close parking so they could HIKE up to Ft. St Louis. I am sorry, if one can make that hike, they can walk from regular parking.
