What does the EU Blacklist of the BVI mean to Mr Joe Average? It appears that the BVI may be blacklisted by the EU. If it is what changes?

Actually, it would be a banking blacklist; and it has not been activated for the BVI yet; mainly because of hurricane Irma's damage to the infrastructure. That means that the BVI has another year.
When enforced, as with some of the of the other Caribbean island, it means that transactions to and from the BVI come under more scrutiny but will not be prevented from happening.
