It’s not the airline but rather the TSA who set the rules regarding what items you can put in your carryons. There guidelines are a bit vague about fishing lures - it depends on the size of the hook. You can read the regulations here: https://www.tsa.gov/travel/security-screening/whatcanibring/all-listThis is one of those situywhere you’ll be at the mercy of the TSA agent who is on duty when you clear the checkpoint. If he/she says “no” it is difficult to argue with them.

That TSA list is amazing. I can't wait to board with my artificial skeleton whilst I bake bread in my bread machine and do some laser hair removal with my pet lobster. But don't forget to put your Magic 8 ball in your checked luggage. LOL
