I think that this is what was being referred to Popeye Village

The only thing I could think of was the film French Connection set in part in Marseille and the character Popeye Doyle. Sort of looked as though it could be Marseille.

TomB who started the games put up Popeyes village where the movie Popeye was filmed for Malta sorry just a random clue.

Hmm... as a German I recognize both the beer brand and part of the band name with "Allgäu". But I am fairly certain that this is not one of the beer brands allowed to make a "tent" at the Wies'n (Oktoberfest) but without resorting to Mr. Google I'm not absolutely certain, so my only guess would be the Oktoberfest in München (only 300Km from my current curfewed location in Bavaria) but I have to admit that I'm not sanguine about my guessing this correctly since I recall that only 6 breweries are allowed and I can think of 4-5 of them...

It is in Germany and it is for Oktoberfest, but it is not in Munich. It is another similar celebration in a different part of Germany.
