Your best shot would be a deserted beach, but be prepared to cover up in a hurry if someone shows up. Hispanic countries in general are not very hospitable to toplessness. If toplessness is a priority, pick a french island.

Actually none, it's a hit and miss.
Like Carol mentioned your way better off in a French or Dutch island.

Yes the Dominican Republic is Hispanic, but the majority of the resorts have security on the beaches in front of the hotels.
The hotels are in control and make their own rules which are accepted by the government.
One hand washes the other.
