We used vacation rentals by owner and had a great house right on the beach, about 1/2 mile from a popular surfing spot (lighthouse). The house slept 11 of us and was about $900 for a week (this was 2008). It was not luxury except for location - it was right on the water and a short walk to town. The kids took surfing lessons one day, other than that we didn't participate in surfing activities so that's about all I can tell you.

We have stayed at the Rincon Beach Resort. It is right on the beach and was very comfortable. Great Pool and not far from town or the surf areas, but it is a drive.

Stayed at Tres Palmas villas in Rincon over Spring break. Right at Steps Beach. 4 houses on the property; highly recommend them. Amazing house (we had the main house) and the caretakers were wonderful.

I ususally stay at Pineapple Inn, the hosts are wonderful and they have a small pool and you can walk right over to a beach.
