The problem might not be Marine Max. The turnaround time on licensing a boat to fish is currently atrocious. It’s mired in bureaucratic BS. The BVI when it decided to require licenses basically cut and pasted commercial fishing rules aimed at trawlers and factory ships. Likely similar to the issues with "commercial vessel" requirements that recently crippled the charter fleet.

Found out this weekend at Annapolis boat show that Moorings is getting licenses for their monohulls now. They were only licensing the catamarans.
