I have previously raised this issue. Whether the briefings are inadequate, charterers don't care, or they're too cheap to pay $40 is not clear. There is no explanation that is a good look. How to stop it? Maybe patrols and steep fines, or some kind of bounty payment for a photo of a boat, with name, on a dive mooring after dark.
