We've had the same experience as RickG, there were some moorings but they were either occupied by liveaboards or day use. A few years back there were several well maintained moorings but I've heard the funding was cut and they seem to be more of a thing of the past now. Anchoring behind the reefs in Culebra and at in Culebrita was pretty shallow and no problem.
Life involves risks, take some prudent ones (NOT with the BVI ferries)!
