The difference is two different countries with tow different taxi associations. Long ago the original plan for the STT expansion included a BVI ferry terminal in Lindbergh Bay but the STT taxis went on strike and it was scratched.
The solution will have to work within the political realities that exist and that will be a challenge on both ends.
