Thanks. I was just getting ready to post the same thing.
Using the term "recommended" for testing and then following up with "to provide proof of such upon arrival" is rather vague and contradictory. At least it is to me.
Perhaps if you don't provide proof of testing, they will require that you be tested upon arrival. I expect this to be clarified, and probably to change, before flights are actually available from the US.
