Not exactly. Tourists (rightly) like to feel that they are in some way benefitting an area by visiting it and spending their hard-earned tourist dollars there. In return, they hope for a few sensible precautions - like a room safe in every room, like hotel managers who care, like staff who are trustworthy. If they don't get that experience, they don't go back. Even worse, they tell other people why they won't go back. That's why a lot of us have already crossed Mexico off our lists.
