As far as the requirements, I assume those were required by the cruise line, to give FREE transportation. I figure there are probably places to get a test on St. Vincent., considering they would have had to have them there before. And you think that SXM is going to accept people from anywhere who haven't been tested??

I can certainly see Celebrity's position as a good deed could end up turning into a nightmare for them and they have to be sensitive to St. Martin requirements. I pray that the US Embassy will make arrangements for the children, pregnant women, sick, etc.
