Please note processing of a fishing licence in the BVI has been changed to Conservation and Fisheries from May 1st.

Thanks Nick. This was brought up in a previous thread. Funny thing is that on BVI Conversation and Fisheries web site they still list the old contact info and tell you to contact The Ministry of Natural Resources and Labour.
