They started out allowing both with guards at either. Then changed to only allow for government locations because they had too many security issues with people sneaking out. But since then, I've heard the do allow some exceptions for people to quarantine at home. Definitely no self quarantine. The houses nearby that had people home quarantining have had guards outside 24/7.
