It is a secret as they don't know where the funds will come from. It has always been the same issue: wanting to build but no money.

One of my local builder friends submitted a bid, which was much lower than the other bids and was told they would not consider it as it was too low. Not enough money for extra payments.!!

Like Husky offering to take all the derelict boats out of Sea Cow's Bay for free..stopped by the government because they did not put it out to bid! Eyesore of a dozen wrecked boats still there...As said ..you just cant make this $hit up!
