At&t doesn't have any extra charges if you are on their network in the virgins. I believe Verizon had additional charges though.

We get an at&t signal on the west side of the BVI and use as lime phone everywhere else.

I believe moorings uses digicel. At least when we used one provided by them, that's what it was.
